That on, or shortly after, the 8th. January, 1901, you received from the doting Postmaster-General a letter dated 8th. January, 1901, enclosing a communication from H.. B. I's. Postal Agent, Canton, dated 7th. of that: month, applying for an increase of salary: and that on this letter you minuted "C.8.0. 1010/00 Increase of Salary 3487/00" in your own hand writing: but that you failed to bring this letter before the Acting Assistant Colonial Secretary and aislaid it among other papers, so that it was not. brought before the Colonial Secretary till the 1st. March, about 50 days after its receipt by you in this Office.
